CCS Update for Victoria
COVID-19 restrictions and the Early Childhood Education and Care sector.
Here are the recently announced arrangements to support the Early Childhood Education and Care (ECEC) sector in Victoria:
Additional allowable absences in Melbourne
An additional 30 days of allowable absences will be granted to families with children ineligible services in metropolitan Melbourne. These 30 days are in addition to the existing 42 days.
This means there will be no cost to keep children enrolled in this period of restrictions in Victoria, and providers can waive those gap fees.
Increased Transition Payment in Melbourne
CCS approved providers in metropolitan Melbourne will receive a 30 per cent Transition Payment. This is an additional 5 per cent on top of the existing 25 per cent Transition Payment.
The Government will provide an additional top-up payment for eligible services that receive low CCS payments and are experiencing very low attendance.

Additional payment for those receiving low CCS in Melbourne
The Government will provide an additional top-up payment for eligible services in Stage 4 affected metropolitan Melbourne that receive low CCS payments and that are experiencing greatly reduced attendances.
Services whose average CCS rate is less than 50 per cent and who see a reduction in attendances to below 30 per cent will receive additional payments of between 10 and 25 per cent.

Additional support for Stage 3 affected regional Victoria
An additional 30 days of allowable absences will be granted to families with children ineligible services in regional Victoria. These 30 days are in addition to the existing 42 days.
As well, the Additional Viability Supplementary Payment will be extended to all regional Victoria. Eligible Outside School Hours Care services in regional Victoria will be paid 15 per cent of their revenue from 6 August 2020, in addition to the 25 per cent Transition Payment and CCS.
